SISTEMA POLÌTICO ESPARTANO


Anteriormente describí la educación espartana Agoge”, ahora  conoceremos el otro pilar de la sociedad espartana su organización política.
En sus orígenes su estructura  de gobierno era muy similar al resto de las polis: Apella, asamblea de guerreros; Gerusia, consejo de ancianos y la Diarquia dos reyes
Pero hacia el año 670 a.C. tras la batalla de Hisias el orden social, político y económico se ve modificado. Surge la Constitucion espatana o Gran Rhetra (μεγάλη ήτρα / Retra megala), tradicionalmente se le atribuye a Licurgo el cual hizo jurar a los espartanos que respetaría la constitución hasta su vuelta del bosque donde se dejo morir de hambre, para que los ciudadanos cumpliesen su juramento de acatar la Rhetra. Pero los historiadores actuales y discuten que existiese el propio licurgo y  atribuyen su redacción a Aegimio y Helánico.
Esta redactado en prosa imitando a los oráculos de Delfos y consta de tres partes:el Documento, El Comentario y Los versos de Tirteo.
El sistema político que surge de esta constitución difiere del de las otras polis.
La Diarquía: Gobierno de dos reyes procedentes de las familias Agiadas y Europontidas. Ambos reyes tenia los mismos poderes y funciones las cuales se pueden resumir en:
-          Sacerdotes de Zeus Lacedomio y Zeus Uranio respectivamente.
-          Su poder divino venia de los dioscuros Castor y Pollux.
-          Eran los jefes de loa ejércitos y podían declara la guerra.
-          Tenía funciones civiles relativas al matrimonio en especial de las mujeres solteras propietarias de suelo.
Al contrario que el resto de espartistas no tenían que participar en la Agoge, disfrutaban de un lugar de honor en las cenas comunales o Sissitia. Heredaba el trono el primer hijo varón que tuviesen durante su reinado.
Pero su poder estaba limitado por el Eforado, no podían impartir justicia ni influir en las decisiones de la Apella.
La Apella: o asamblea comunitaria formada por los ciudadanos mayores de 30 años, en ella se aprobaban o rechazaban por aclamación no por voto bajo la presidencia de los Éforos las propuestas de la Gerusia en materia de política exterior. También se nombraba a los eforos, generales y la libertad de los hilotas. Se reunia al menos una vez al mes con la luna llena.
La Gerusia: estaba compuesta de 28 ancianos y los 2 reyes, debían tener más de sesenta y dos años y cada tribu aportaba diez miembros. Su papel era consultivo y deliberante con ciertas funciones judiciales: alta traición, atimias, destierro
El eforado: un órgano colegiado formado por cinco miembros elegidos en la apella uno por cada oba o poblado. Llego a ser la institución más poderosa. Eran los vigilantes del sistema y del la Rhetra y entre sus funciones destacaban:
-          Pleno poder legislativo.
-          Juzgaban a los cargos públicos.
-          Organizaban las criptias contra Hilotas.
-          Interpretaba las leyes consuetudinarias.
Otros organismos:
-          Epimelete: encargado de mantener el orden público.
-          Empéleros: encargado del mercado.
-          Harmosunoi: vigilante de las buenas costumbres.
-          Pithioi: Interpretaban el oráculo de Delfos

SPARTAN POLITICAL SYSTEM
Earlier I described the Spartan education "Shoer", now we know the other pillar of the Spartan society its political organization.
Originally its structure of Government was very similar to the rest of the polis: Apella, Assembly of warriors; Gerusia, Council of elders and the two Diarquia Kings
But around 670 BC after the battle of Hisias social, political and economic order is modified. Arises the Constitution espatana or great Rhetra (μεγάλη ῥήτρα / Retra megala), traditionally attributed to Lycurgus which made to swear to the Spartans that would respect the Constitution until his return from the forest where let die of hunger, so that the people fulfilled their oath to abide by the Rhetra. But the current historians and they argue that the own Lycurgus existed and attributed his writing at Aegimio and Hellanicus.

The political system that emerges from this Constitution differs from the other cops.
The diarchy: Government of two kings from the families Agiadas and Europontidas. Both kings had the same powers and functions which can be summarized in:
-Priests of Zeus Lacedomio and Zeus uranium respectively.
-The power of divine permission of the Dioscuri Castor and Pollux.
-Were the heads of loa armies and could declare war.
-It had civilian functions relating to marriage in particular unmarried women owners of land.
Unlike the rest of espartistas did not have to participate in the Shoer, they enjoyed a place of honour in the communal dinners or Sissitia. The first son who had inherited the throne during his reign.
But his power was limited by the Eforado, they could not deliver justice nor influence the decisions of the Apella.
The Apella: or community Assembly formed by citizens older than 30 years, it was approved or rejected by acclamation not by vote under the chairmanship of the Ephors proposals Gerusia in foreign policy. He also appointed to the ephors, General and freedom of Helots. Is reunia at least once a month with the full moon.
Gerusia: it was composed of 28 elderly and 2 Kings, they should be more than sixty-two years and each tribe brought ten members. Its role was advisory and deliberative with certain judicial functions: high treason, atimias, exile
The eforado: a collegiate body consisting of five elected members in her apella one per each oba or village. I get to be the most powerful institution. They were the guards of the system and the the Rhetra and its functions included:
-Full legislative power.
-They judged to public office.
-Organizing the criptias against Helots.
-He played customary laws.
Other agencies:
-Epimelete: responsible for maintaining public order.
-Empéleros: responsible for the market.
-Harmosunoi: guardian of morality.
-Pithioi: Interpreted the Delphic Oracle
